An der gestern eröffneten Ausstellung «Reiat heute» zeigt sich das Reiater Gewerbe leistungsstark und festfreudig. Beim integrierten Wirtschaftsapéro aber stimmte der bekannte Wirtschaftspublizist Beat Kappeler auf humorvolle Weise nachdenklich.
Punkt 17.17 Uhr durchschnitten OK-Präsident Stephan Imthurn, Gemeindepräsident Philippe Brühlmann und Regierungsrat Ernst Landolt gemeinsam das rote Band vor dem Reckensaal, um die Fünf-Jahres-Schau des Reiater Gewerbes zu eröffnen, was gleich anschliessend Samuel Ruh mit seiner Alphornfanfare akustisch bestätigte.
Beim geführten Rundgang durch «Reiat heute» konnten sich danach die zahlreichen Gäste davon überzeugen, dass sich der Aufwand von rund 4000 Arbeitsstunden gelohnt hat: Die 70 Aussteller bieten noch bis Sonntag 18 Uhr eine eindrückliche Leistungsdemonstration. Und dass das damit verbundene Volksfest deutlich länger dauert, mit dem Handwerkervesper sogar bis Montagnacht, hat sich zweifellos bereits in der ganzen Region herumgesprochen.
Analyse à la Appenzell
Gekoppelt mit der Eröffnung war der traditionelle Thaynger Wirtschaftsapéro. Der Publizist Beat Kappeler hat seine eindrückliche Karriere als blitzgescheiter, scharfzüngiger und humorvoller Analyst der Schweizer Wirtschaft bekanntlich in den 1970er-Jahren als Korrespondent der «Schaffhauser Nachrichten» begonnen.
Nicht ganz so lange, jedoch immerhin bereits seit 35 Jahren auf seinem Radar hat Stephan Imthurn den Referenten, der damals von Gemeindepräsident Walter Stamm zu einer Podiumsdiskussion eingeladen wurde. Philippe Brühlmann wiederum lieferte mit seiner Bemerkung, die Glaspaläste der Verwaltung in Bundesbern würden immer grösser, einen idealen Steilpass. Kappeler nahm ihn dankend an und versenkte ihn gekonnt, mehrfach sogar, obwohl er beim Apéro freimütig bekannte, Sport zähle nicht gerade zu seinen Stärken.
In gebotener Kürze ging er auf den gesunden Zustand der Schweizer Wirtschaft ein, darauf hinweisend, dass gewisse Erfolgsfaktoren wie die niedrige Inflationsrate oder tiefe, stabile Zinsen unter Umständen auch abrupt enden könnten. So erinnerte er sich noch gut an Zeiten mit sechs bis sieben Prozent Inflation, und in Bezug auf die Nationalbank sprach er von einem «gefährlichen Spiel künstlich vertiefter Zinsen». Und zum Glück habe Trump noch nicht gemerkt, dass die Schweiz im Ausland netto 80 Milliarden Franken verdiene, dies nicht nur wegen der erfolgreichen Exportindustrie, sondern vor allem auch wegen der im Ausland angelegten Vermögen.

Die 2014 angenommene Masseneinwanderungs- Initiative schliesslich habe sich nicht ganz so negativ ausgewirkt wie befürchtet, weil die Schweiz eine Meisterin «im mittleren Verfassungsbruch» sei.
Obwohl man beim Appenzeller/Berner so viel lachte wie kaum je an einem ökonomischen Vortrag, stimmte Beat Kappeler doch auch nachdenklich. So dürften die vom amerikanischen Präsidenten im Alleingang beschlossenen Handelshemmnisse negative Auswirkungen auf die ganze Weltwirtschaft haben, und auch die Zinserhöhungen in den USA könnten weltweite Verwerfungen nach sich ziehen – vielleicht aber auch wegen der wiedergewonnenen Attraktivität des Dollars als Fluchtwährung den Druck auf den Schweizer Franken mindern.
Verhandlungschef mit Schnupfen
Bei den Faktoren, die hausgemachten Regeln folgen, mahnte Kappeler, der Berufsbildung Sorge zu tragen, und kritisierte, die flankierenden Massnahmen hätten die Löhne und Arbeitsbedingungen «stark verriegelt». Dies sei ebenso gefährlich wie die Tendenz, den Firmen zusätzliche Auflagen mit Grössenschwellen zu erlassen.
Beim Rahmenabkommen mit der EU riet er – unter dem Motto «Der Verhandlungschef hat Schnupfen» – zu einer abwartenden Haltung, da man vor Abschluss des Brexits keine Zugeständnisse erwarten dürfe.
In Bezug auf die wuchernde Bürokratie steigerte sich Kappeler in ein rhetorisches Furioso. Die gut gemeinte Politik des New Politic Management, wonach die Verwaltung sich selbst finanzieren müsse, entwickle sich mehr und mehr zu einem fatalen Bumerang. Mögliche Lösungen: Einführen der Bewilligungspflicht von Verordnungen durch das Parlament oder, noch radikaler, Abschaffung sämtlicher Gebühren, damit die Verwaltung ihr Interesse an immer mehr Kontrollen und Regeln verliert.
